California leadership can't decide if they want to stay, go forward, or go backward. So it's not surprising there's a lot of contradiction throughout their governments and laws, on all levels.

Couldn't agree with you more. The same companies that demanded ELD were the first to apply for exceptions. Yeah right its all about safety, now they want to allow 18 year old to drive CMV, during storms and hurricanes they allow the hazmat tankers to throw the rules out the window. All about safety? I don't think so.

I try to grasp the big picture. The meaning of the ruling.
It must be personal in nature.
    Not to benefit the work.

I hope you are right. I had 8 drivers that kept telling me ELD will never happened. As it got closer they were hoping for congress to throw it out. Then when Trump got in they told me watch it get thrown out now, well we all know that never happened. No I believe ELDs are here to stay, 30 minutes, I think that will stay also. As a carrier I do like them, makes my logs verification so much easier. As a driver not so much, just need 30 minutes lead way either way, ELDs are to strict.

That is not benefiting the work per say, you need your rest and you are stopping at the nearest rest area. Even if you had the load for 2 days, it's not like you are driving 2/3 hours on PC. I would rather take my chances with PC then yard move on the highway. ELD record location very precisely, yard move would show you are on highway, also on duty it affects your 14 hour clock. PC shows off duty and starts your 10 rest period the moment you go on it. Its been around for 20 years, they just clarified it cause it was being abused. To each his own, I'm not saying what you did was wrong, there is no right and wrong way in your situation. I would of taken my chance with PC. Ask you safety dept what they want you to do next time and follow that.

I couldn't agree with you more with that statement. I try to see what the intent of the ruling or law is. What were they trying to accomplish. PC is to get a driver out of a predicament. Not to bobtail from one state to another. As an matter of fact, FMCSA has a bunch of these webinars were they try to explain the rules. In one it clearly states that a driver that delivers his load to say Dallas can not PC back home to Kentucky as he bobtails back. He has to drive on duty until he gets to his terminal, then he can PC home. I know a ton of people that wouldn't do it but that's the way FMCSA wants you to do it.

The FMCSA is holding a town hall meeting on this subject you can listen to it if you are not in Reno tomorrow

    Summary

The FMCSA announces that it will hold a public listening session concerning potential changes to its hours-of-service (HOS) rules for truck drivers. On August 23, 2018, FMCSA published an Advance Notice of Proposed Rulemaking (ANPRM) seeking public comment on four specific aspects of the HOS rules for which the Agency is considering changes: the short-haul HOS limit; the HOS exception for adverse driving conditions; the 30-minute rest break provision; and the sleeper berth rule to allow drivers to split their required time in the sleeper berth. In addition, the Agency requested public comment on petitions for rulemaking from the Owner-Operator Independent Drivers Association (OOIDA) and TruckerNation.org (TruckerNation). The Agency encourages vendors of electronic logging devices (ELDs) to participate to address potential implementation issues should changes to the HOS rules be made. The listening session will be held at the National Automobile Museum in Reno, NV. The listening session will be webcast for the benefit of those not able to attend in person. The listening session will allow interested persons to present comments, views, and relevant research on topics mentioned above. All comments will be transcribed and placed in the rulemaking docket for the FMCSA's consideration.

    Date and Location

The listening session will be Saturday, September 22, 2018, in Reno, Nevada, at the National Automobile Museum, 10 S. Lake Street, Reno, NV, 89501. The listening session will begin at 10 a.m. Pacific Daylight Time and end at 12 p.m., or earlier, if all participants wishing to express their views have done so.

    I’m glad I can’t wirk over 70 hours a week or 12 hours a day.
    I love the HOS.

Ok so here is my experience with PC. Which I had taken away from my Elog.
You can only go into PC when your drive time is at 0.00 at end of day.
I am not sure if it will work at the end of 8 hour drive time for the 30 min break.
It does not matter how much on duty time you have left, only goes off drive time.

I have been going into yard move every morning when I get fuel so I can drive over 5mph to the pump, while doing pretrip at same time.

Also works good for going to yard move when you are in a city that your truck stop or delivery is in. Just stop 5 or so miles away and drive at your leisure to the stop.
It may not be 100% legal but hey it's what has been dealt to us.

So let me get this straight... You failed to plan your trip properly, you parked on the shoulder of the highway for a 30 minute break (which is illegal and insanely stupid), you disregarded the HOS, and E-Logs are the problem here?

No sir, your lack of trip planning and inability to adapt to a changing industry is what caused your problems. The HOS is the same whether you’re on paper or E-Logs, we just all got forced onto E-Logs because too many people don’t have enough integrity to play by the rules.

I’m sure I just offended a truckload of people, so let the backlash begin!
