They could say the line could kink because the springs aren’t attached to the gladhand anymore.

I was thinking the same. They were obviously reaching. Vultures needed some revenue for the State.

My old lines had no springs on them. Rubber lines not those plastic POS. The new ones do but they are under the handles.

I agree, also most likely what the DOT was keying on that day. Some times they key on HOS sometimes its lights or tires and sometimes it is things like this.Rideandrepair Thanks this.
