Or they're arranged so that there are some on top that are not under strap.
To fix this you could either use big V boards, throw more straps or rearrange bundles. In this case a picture would be worth a thousand words -

many drivers will just throw a single strap with the standard edge protector in the middle of the pallet leaving the single bundle unsecured.

I always took the single bundle of shingles and placed it on top of the other three so it was centered. Move it back if they were stacking the pallets leave it if they weren't. I would uses two straps on front and two on back. I liked hauling shingles. If they let my strap while loading it took 15 min to load and strap. I used a small edge protector.
