In my place of work, there is no sitting between loads. Only time you might sit is if the 70/8 bites you in the butt somewhere in between pick up and delivery and you have to wait out a low-hour day. Waiting for a dispatch is NEVER an issue. We don't even know what a "layover" actually is. Sometimes having the hours to get TO a new load is an issue. But there is a fine line between showing "adequate" On Duty time, and abusing the rules. I know this because I have been messaged that I was one of the many drivers who is on the "lower side" of the the fleet average of OD time logged.
That said. For CPM drivers, it would be nice to receive ,say, $100 for every day you run or sit out any day with less then 4 hours, and not at home. If you're bumping your 70 and effectively taking resets on the road, you're making somebody money, while you're living in a tin can.
