Could you please explain the hi-low clutch to my clueless self?

Saw the same thing the other day in Baltimore but the guy was driving so fast thru the lot I didn't have time to get my phone out. .. we know which way that's going if something happens!!

 

When cowboys get on equipment you get a cluster £~€k situation.....!!! Been watching this moron for nearly 15 minutes wrestling with this piece of steel.

Just because you have the knowledge to start the machine, doesn't mean you have the ability to operate it.
