Uhhh......let me put it to you this way....
if you NEED to drive slower due to the weather, you might miss out on another load that was scheduled for you, so you might have to wait for another load. so in one respect, to answer your question, you still get paid the miles, but you might be driving less miles. they do not cut your pay per miles, only the miles you might have driven.

nope you get paid by the mile in any season, the reson for going slow is too be safe and not cause a accdent

there are instances where you as a professional driver have to assess each situation as to whether you press on or pull over. I notify my dispatch and do not ask them if I can pull over. If they tell me the load has to be there,I then inform them they should get out to my truck and drive it themselves.
Point being is that you are in the weather first hand,meanwhile,they are in a cubicle sitting on a herman miller chair, in a 74 degree temp controlled office. Thay have no clue as to what you are experiencing.
Your life and other peoples lives are not worth any freight you are carrying,BOTTOM LINE.
I went thru the Pa. I-80 50 vehicle accident the day after it happened,back in feb of this year. I can only tell you that it looked like a junk yard for trucks. Accident was weather related and incredibly only one death to report that of a four-wheeler,that is one to many deaths in my book -
