That's why I don't visit "popular tourist sites."
People act like that even if the parks are open.

Basically, that story was about pigs with no self respect or self discipline.

You would think that anyone with any understanding of how to deal with places in design to accomodate more than two people to hundreds or more will need adequate places to allow the people at large to dispose of waste. That probably costs money. What's a few dollars here and there rather than cleaning up a hazmat dump left behind by dirty people.

It happens over and over again.

A long time ago we used to charter a beach on the bay which is a park system across from Aberdeen proving grounds. There was a building with 30 toilets for men and another for women. We would be several hundred for the day and not a speck of mess anywhere. The facilities are still there, the thing is... it's strictly a crew job to remove and burn the waste. (Probably some other form of disposal now but the pots are still there to this day.)

The trash cans and septic pits aren’t emptied because of the shutdown.
And if all the trash cans are full we lay our trash beside the can and then the cute furry animals dig through it.

We had guests at the ranch one year who wanted to hunt javelina and stay in the old cowboy shack/bunkhouse on the literal back 100 acres on a mesa. No running water, no toilets, no electricity. There were battery lanterns, wood beds with mattresses in plastic and a burn pit for all trash and human waste. My husband gave them a literal bucket with bags for toilet requirements.

4 days later they left with a passel of dead javelina and I went up to clean the cabin and lock it down again. Feces, urine, and beer cans everywhere. That bucket and bags? Untouched on the porch.

I'm pretty sure all of Northern Mexico heard me cursing. The end result is we no longer allow guests at the ranch or hunting except family.

This was done at Joshua Tree in California as well.
Because of the Federal Shut down.
