This is true, no 16 liter and they are using urea on the 15 liter ISX. With the urea system being used the radiators will stay the same size as 07 compliant vehicles.

they leaved the cylinder head intact just removed the injectors camshaft i supose and redesigned the front gear train

Yes you are correct.

Cummins WILL use urea based SCR on heavy duties in '010.
The only company I have heard that WON'T use SCR will be Navistar on their MAXXFORCE engines. -
