Any shop work I just keep the receipts and they're written off on my schedule C. I've never heard of doing any tax forms between the shop and customers.
A 1099 is used if you hire someone as a contractor, and pay them more than $400. A W9 is for an information form, to supply someone who hires you as a contractor the proper TIN. So unless you had some kind of long term contractual relationship with these O/Os, neither form is necessary for them to file their taxes.
Honestly it sounds to me like these guys have accountants that are trying to create billable hours, "milking the clock" so to speak. Of course I could be wrong, and would be interested in what your CPA has to say.

$600 or more. I have to send them out for land rental, services payed for, ect on the farming end of things.
Never bothered on private party shop repairs.
Supposedly the fine is north of $500 for every 1099 not sent that should have been.
It gets to be a challenge getting tax # info from people that don't have a employer Id #. Nobody wants to give out their social...
It's got to the point I put their info right into my land rental contract at the start. That way there is no beating around the bush at the end of the year. If they aren't wanting to claim the income, that's their call. But I'm #### shure gonna claim it as an expense on my end! -
Spent an enjoyable Friday at the shop...
Head gasket problems the past couple weeks. Blowing compression out. Finally found someone to come out and cut counterbores. Then shim it and hope for the best. -
Thanks guys!! I have done repair work for the company that sent the 1099 on several occasions over the last 4 years, but nothing on a scheduled or regular basis.
The W-9 request was for a small trailer repair and some storage fees. -
Is this on your engine??

At one point Obama wanted us to w-9 to every vender. That quickly went away. I just deduct it from my taxes I have a receipt. What you claim as income is not my problem. So no I wouldn’t ask for one
