Supposedly it's to protect the bags, not the shingles. They don't want the bag ripping apart and scattering. At least that's what they told me. And it's halfway believable. Roofers don't want ripped open bags because they might not all match, because the customer wouldn't want a multicolored roof.

But it's Not to protect the shingles.
