What does this ELDT Final Rule mean for driver training? Does this mean a prospective driver at my carrier would require training at an academy, or can he still be trained by an individual with many years CDL experience? Entry-Level Driver Training (ELDT)

It means your carrier can train their own drivers only if their in-house training program uses a curriculum and instructors that meet the requirements in the new regulations. Since the FMCSA does not require accreditation from any third-party or themselves it is up to your carrier to self-certify their program and instructors meet the minimum standards.
Now, if your home state has more stringent entry level training rules then those will not be changed and new CDL applicants will still have to comply with those standards. Also, if you only train three or less persons per year there are exceptions to the full curriculum and training provider registry. -
They need to do something.. the current state of "training" for drivers in the United States is just a sick paper shuffling joke.

Heres your answer, same page sidebar of your link. You have until Feb 7 2020 before it goes into effect.
Frequently Asked Questions: Entry-Level Driver Training Final Rule -
Does anyone have a copy of this curriculum and instructor requirements? I know a guy who's had his Class A for 50 years; surely he'd qualify? What if this guy is an individual and not employed by my carrier? He's retired and just does some training now and then.
Also it's true that we only train 3 or less per year and we're based in Nevada. -
The requirements are all clearly spelled out in the rule itself. They have very specific requirements for each class of CDL as well as each endorsement. It is a combination of classroom, range and on road training that must be documented and provided by a qualified person.
Just because someone has 50 years as a driver doesn't necessarily mean they are a qualified teacher. He will need a classroom program with proper material, specific points to teach on the practice range as well as in the vehicle.FozzyNOK Thanks this. -
I was going to post this very thing.. Years doesn't make instructors even though it does make really good instructors if they are instructors in their bones. You have to really want to do it for the right reasons. I have seen and even trained instructors for a trucking school. You can tell pretty quick who will and will not be a great instructor.brian991219 Thanks this.

That was the original proposal, but the final rule changed. It states "We therefore remove the exemptions from the final rule.
Accordingly, all training providers subject to this rule, regardless of size, must meet the same
eligibility criteria and other requirements established in subpart G." -
Looks like it'll be easier to just hire trained drivers with existing CDLs. Is this rule already effective, or does it come into effect in 2020?

Effective February 7, 2020. Little less than 1 year from now.Swadian Thanks this.
