    The E Tec thing I mentioned would probably impossible to find. You have surely seen PT pumps with a constant and variable speed governor in on. They were normally used to control PTOs. I have seen them used for cruise but you have to pick your speed and adjust it for that RPM. That is the only speed you have and requires a human brain. Touching the brake will not cut it off.
