That was from the original "Draft" in May 2015. I couldn't find the original (draft) requirements of 1 or 2 years experience as a trainer in the final published document. Maybe I'm just missing it?

The two year requirement has to do with the new Entry Level Driver Training. I.e. CDL mill places.
Basically one will not be able to simply go down to the DMV and get a CDL anymore, there has to be schooling involved.
@Trucker T is incorrect though. This requirement only applies to pre-CDL schooling. It has no bearing on a company "trainer", unless, of course, one is talking about pre-CDL trainers.
But even Swift doesn't do training per se. They work with Swift Academy for a guaranteed job after the CDL is gotten.
The "trainer" provided by Swift (not Swift Academy) can still be a 6 month wonder. -
From the final rule at Federal Register :: Minimum Training Requirements for Entry-Level Commercial Motor Vehicle Operators
MCSA Response: In today's rule, FMCSA increases the minimum level of CMV driving or instructional experience from one year, as proposed, to two years. Accordingly, the rule requires that BTW instructors hold a CDL of the same (or higher) class, with all endorsements necessary to operate the CMV for which training is to be provided, and have either a minimum of two years of experience driving a CMV requiring a CDL of the same or higher class and/or the same endorsement or at least two years of experience as a BTW CMV instructor. In addition, as proposed in the NPRM, BTW instructors must meet all applicable State requirements for CMV instructors. Accordingly, nothing in the final rule prohibits States from imposing more stringent qualifications for BTW instructors, such as a requirement that they have at least five years of CMV driving experience. -

Correct. The new training rules only apply until one gets a CDL. Any "training" after a person gets a CDL is business as usual. Megas can still team instead of train. Megas can still have a 6 month wonder doing the "training", etc...In a nutshell it means the new entrants have the go to a school for behind the wheel training and a knowledge class to even get a CDL. No more farmers who have been driving the tractor since before they can touch the pedals can go up the the DMV and simply take a test.Scooter Jones Thanks this.
