Turn the Rx gain up until the static is really loud, then turn it down until it is just below the loudest it gets. Next turn the squelch up until the static goes away. Get an external speaker is it's still too quiet for you to hear.

That is what I use for functional radio use, I say functional because in a moving truck with stock equipment, anyone you hear set up that way you'll probably be able to talk to also.

You do realize that 4 squared is 16 and 35 squared is 140?
    What final is it?

Your solution is almost certainly the correct one. No techs needed.

Agree, leave it stock, at minimum you may want to have modulation increased to 90 to 100 % because sometimes stock it may only be around 70% , and may want to get a receive alignment.

Even that is kinda iffy. If there's any distortion at 70% it will get worse at 100%.

I doubt very much with limiter intact a radio with a 4 watt carrier and 14 to 16 watts pep is going to be distorted, you did notice I said 90 to 100 % modulation not 125+ %.

Come on Rabbi, even the cobra 29 manufacture service manual recommends a 4 watt carrier and adjust vr4 to 100% modulation, just dont see any distortion entering into the picture at those levels, but once again we are getting off thread topic, I believe OP asked about remedy for static, this is your chance to give us a lecture on reducing the noise floor, dont miss your opertunity.

Distortion is usually a biasing issue and has nothing to do with percentage of modulation since the root cause is bias voltage

If we ignore bias voltage which is almost always the root cause of distortion then yes pushing the modulation harder will increase Distortion if the bias voltage isn't set correctly.
