I do not see a sleeve in that. If it had one I would torque it to spec and run it if not to tight or loose.
My steer axle single nut go to is this. Crank it down good while turning it in both directions, 150 ft lbs?
Back if off to just free. Use a dial torque wrench. Torque it to 10 ft lbs while turning wheel in both directions. If you cannot install the lock back it off to the next available spot. I have never had a problem with this on class 7 & 8 steers.
Sorry wrong deal when I looked at it on a bigger screen. Maybe take the other cap off. Mark the nut and spindle. Back it off and see what it takes to get it back to the marks. About 250? -
