    I finally figured out my "crank and maybe start" problem.
    Ecm wasn't getting enough juice while cranking. On a load test with the starter engaged it was only getting 7 to 8 amps. I thought I had cleaned the starter/batt cables plenty good enough. But the tech sanded everything with an abrasive wheel.
    That's all it took.
    This is on a E-Model cat.
    It wouldn't hurt to try it on your Cummins though.
