I have a 2019 860, same or very similar issue on wipers, originally they were going to change controller, but they found a service bulletin that advised a jumper harness, part was ordered 2 months ago, still waiting

Intermittent wiper control is built into the wiper motor. It needs a new wiper motor. Had two 2019's do it already. Probably a bad batch of motors on the assembly line.

Volvo part # is 23522546, it's a wire harness with a resistor inline, goes between existing harness and wiper motor, 90 bucks, fixed mine

the harness does not solve the problem completely, better immediately replace the motor assembly
and I also want to advise - the new Volvo is very sensitive to power surges and weak batteries

Well to those saying its the motor, I can say no.

First, you can hear the relay in the dash click when intermittent goes up and down. There are two same relays there. If I swap their places, the problem stops for a little bit then happens again.

Ive had the motor replaced three times. The third time, it was replaced at the end of January, problem happened again in mid February and has not let up when the wipers are being thoroughly used. Confirmed it is a brand new motor that was placed in January. I am highly suspect of the relays or even as others put it, the harness or resistor.

Volvo has even acknowledged that there were problems with the relays in previous trucks when they first thought it was the motor.

It's like diagnosing an illness, you start with the most suspected area first, this case one would think that the motor would be the problem as it is actually moving the wipers. This hasn't fixed it, so now you have to continue looking until you find what is really doing it.

    Regarding the wipers:
Dealership changed my wiper motor the first time this happened to me. Worked fine for another 1.5 years after that. Said it was common. Wipers getting erratic again, I assume due for another new motor. the dealership claims it is very common, just a poor part I guess. Maybe try an aftermarket motor if off warranty. I probably will.
