I checked the push rod travel on all of my brakes (Type 30; steer type 20). They were all under 2 inches, but one slack adjuster was at 2 inches, and on the same axle, but opposite side I’m getting 1 inch 12/16. I tried self-adjusting them with the brake pedal, but it’s not working.

I wouldn't point the finger at the slack adjuster quite yet. Auto slacks are dependent on pushrod angle or an external bracket to maintain correct applied stroke. If the brake chambers on the wheels with stroke issues have ever been changed, verify the pushrods were cut to the proper length. Too long or too short will throw off their adjustment.
