Maybe it has changed, but in Wy, you did not have to chain if the chain law was up, but the fines was steep if you blocked the road and was not chained.
Wyoming is pretty bad about just closing the road, they closed I-80 one christmas day so I bailed off and hit 30. They had rhe gate across the road 19 miles out in the middle of nowhere. i stayed for a bit and then went around the gate and went through, the plow had already plowed it anyway.

If it goes into effect in one state, then you need to get them. In high altitudes, snow conditions are unpredictable. Pick you up a set

Chain Condition Level 2 in Wyoming means you need 1 drive axle chained up. Just a single on each side will do.

Yes Chain up dates of Nov 1 to April 1 Dont really mean Anything. I was putting chains on April 10th 2 years ago on Snoqualmie. No you Didnt "Have to carry them...But,couldnt go over the pass without them. See..Chain Law Extensions Lol.

Since chances of rolling through Colorado can sometimes be hi.

Good idea to have em anyways. Whether you roll through or not.

Better to be safe then sorry.
