New plastic ring, cap and o ring. Ive reinstalled it 4 times, and twice by diffrent mechanics. Fuel lines are dry. The shut off valves are dry(Cascadia). I shut off each tank for some 15 min, and still had bubbles. Any tips?

Check the drain valve at the bottom of the davco. Both fittings going in and out of unit also.

Also check your anti-drain back valve or check valve on the supply side located on the filter housing. I have seen trash get in there and allow it to flow back some. Other than that maybe remove the supply line and hold your finger over the hole and fill it with fuel and see if it still bubbles. That way you will know which way to go.
