He doesn't. Many many of us never have. He's just interviewing not the greatest at the moment or hitting a string of bad luck. He will get it, it sounds like he's persistent and wants it.

You'll get there man, trust me. Just don't be like me and have like 4 jobs in under a year trying to find something that fits you lol, just stick it out with whatever you decide for a year and then move to greener pastures. I have all endorsements, no accidents on my record and 1 year and 9 months of experience, but some companies still won't touch me because of my job history.

I was just in Elizabeth today. With the amount of truck traffic there you should be able to find something. Try some of the outfits that are hauling containers.

Pay attention to the details like that in these job postings, they do matter. Same with US Foods, they’ll take you with no experience if the position is for a delivery driver trainee.
