I finally did some research and found out that Verizon's "unlimited" plans can add a jetpack hotspot to them that also has unlimited internet the same as the phone. You don't get throttled in the traditional sense, but you get deprioritized after the phone data limit, which for the top plan is 75GB. I've been wondering for a while, but this is the magic bullet that will solve my internet problems. Perfect timing because I just built a new desktop for the truck.

Straight Talk has 60GB of data a month plus unlimited talk and text for $55. It a good deal unless you need more data. You get 10GB of Hotspot also. You can pick the carrier. I'm on Verizon aide of Straight Talk

My family uses straight talk, we each use 100g a month or so on the $55. Unlimited. My son's game alot and have pushed it to 200g before lol.
So far we've never been throttled, but when the boys pushed it to 200 GB their service was shut off until they repaid for another month of service, even though it wasn't up yet, to "restart the clock"
we all have factory unlocked phones and hotspot from them to any devices we need to use.
We use the AT&t side and just got a SIM card to put in our phones.

I have a hotspot. And a tablet. If I had any data consumption. I could also show how much data is left out of 976 gigs for the hotspot. Neither device is being used these days but that will probably change next year when I move. The tablet I bought outright. $200. So I wouldn't have a contract. Fully functional with gps. Hotspot also paid for.

With a rooted phone and a tethering app, the hotspot limitations did not apply. Current phone not rooted and using the built-in hotspot, just got slowed, was downloading whole OS installers for testing.
VZW had an agreement with FCC not to limit usage based on device or tethering but with the current admin being former VZW exec and not afraid to stoop to using dead people's accounts to comment against net neutrality it's unlikely they are enforcing consumer issues right now.
