So why do you have it tilted to start with? Just too tall and hitting stuff? If you add a second coil like i was talking about you probably won't have to tilt it at all...

What's the bandwidth of the antenna?
Wide banded antennas do pick up lots of white noise and there's not much you can do about it until you decrease the bandwidth of it.
Try turning the key off and unplug all of your phone chargers and inverters and let us know how bad the white noise really is while you're parked with everything turned off.

Going to check into a second coil and yes, height restrictions and DOT is only reason it’s tilted so much.

It’s in the receive, already went through multiple steps on figuring out the noise. I’ve got about 10 ground straps running all over under this truck and in door jam to ensure good grounding and power source is a direct feed from batteries and does not cross any other electrical anywhere along its path.

Ground straps don't make an rf ground.

You noise may be cab internal.

Screwdriver antennas are just adjustable sticks, not that effeicent.

Efficient antennas have two parts to them, one is a positive and one is negative.
