It depends
I have seen aluminum pull-outs that had nothing connecting each beam and had a lip on the end of each tube. each tube could be pinned at differing lengths up to 30". outrigger boards were carried between the frame-rails and when used the center was covered by a tarp that he rolled into the neck to stop rocks,ice, etc building up.

All had some 60 Talbert drop sides with steel decks and steel slide out outriggers?

You don’t need pull outs for crates. We haul 16-20’ wide loads all the time on flats and obviously don’t have pullouts or out riggers.

A wider base is more stable but outriggers and pull outs do nothing to widen your base. You would have to make your axles wider to make the load more stable. -
