One of the dirty little secrets in some states is how they have changed CMV enforcement activities and staffing over the last 40 or so years. I can remember years ago when the average scale house was open 24 hours a day. I bet less then half are today. I know several LTL drivers here near my home that tell me they hardly ever get bothered by Virginia or NC DOT unless they have a glaring issue. I was told that at one time in the late 90s the State of Mississippi was operating their entire DOT in the red. Enforcement as well as road maintenance. This is one reason those scales at Toomsuba sit deserted for so long. I heard that both Mississippi and Arkansas (or maybe it was Missouri) actually had hiring freezes in place and did not replace enforcement officers when they retired or quit. The thing is most local operations get a pass from the inspections the OTR drivers go through. So, yes if you run local there is a great chance an inspection is something that is rare for you. The roving Officers ignore you (unless you give them a reason) and most don't go through scales.

For the OP, Pepsi and Sysco are interstate carriers even though they run locally. As an interstate carrier they must do a thorough background check which may include using services like Hireright (DAC) and the PSP.
Also, just because a basic MVR record does not show the accident does not mean a commercial driver license information system (CDLIS) record won't show it. Motor carriers are suposed to use a CDLIS record as it is more thorough report of a driver's CDL record. This is the system used by states to share info on all CDL holders and is available to motor carriers thru third party services.
Not every state records info the same, nor do they all share with each other like they should.
As for Pepsi ans Sysco specifically, they are both big carriers so most likely they will use many of the same background tools as other large carriers. Pepsi may be less likely to find the accident if it is a smaller local distributor and not New Bern national fleet doing the hiring. -
