    not necessarily...

    1) it could have been a mechanical failure. (not the drivers fault)

    2) the driver could have smoked the brakes causing it to happen. (most likely driver error, from various reasons)

i do believe that the trucking company gets a bill for the clean up.

if the driver is not given a ticket, can't say if that "clears him" or not

    best advice...??

learn the PROPER way to do a pre-trip to discover and get repaired any defects, adjust brakes if you have to..

    and,

LEARN how to PROPERLY descend down mountains. gearing, jake/engine brake, speed.

    The question is:

Would you rather hit the runaway ramp, find a new job and be able sleep at night? Or sleep curled up next to your cell mate because you plowed thru a bunch of vehicles at the bottom of the hill?

Escape Ramps normally do some fairly heavy damage to the front suspension, better to slowdown up top than need the ramp half way down.

I would count on it.. either way its better to find a new job than find yourself in a pine box

In 30 years in never even come close to needing an escape ramp, Mind your speed on every hill, checks your brakes, and slowdown before you start down, if you were to slow speed up a little next time you go down that hill. Take your time, pour yourself a cup of joe, some good tunes on the box and relax enjoy the drive.

I hope this wasn't a stupid question, I don't have my CDL yet and I haven't driven downhill or in snow or ice.
