They're cross ties for wire cable. You may have seen them on telephone poles.

Turned on the local news when i got home. 80 shut down both ways around lockhaven-williamsport 30+ taken to the hospital 20+ pile up. I'd rather drive in 5-6 inches of snow. That 1st inch or 2 is the deadliest
