Maybe with a steel trailer, but aluminum just cant handle extreme pressures. I wouldnt expect it would be an issue unless it was emergency maneuvers or impact forces. That's why hook to steel. -
Second: On an aluminum steel combo trailer that piece is made from aluminum not steel.
The only steel on a combo is the main I beams and crossmembers, and on some trailers even the crossmembers are aluminum -

One of the main reasons they did not get uniform enforcement , was the fact that drivers refused to go along with the unsafe practice they had deemed law, and we are not talking just a few, more like the majority decided to ignore the law and tie down in a safe manner.
