Sorry I was late to the party, spent most of the day away from the internet for a change! Yes, this is absolutely correct -alcohol testing can only be ordered when the driver is just about to begin, currently performing or just finished performing safety sensitive functions. Glad you were able to answer the question.

Seems pretty stupid for an O/O. I got the notification so I know I have to take an alcohol test this quarter. Does it have to be the next time I’m on duty? Anytime until 3/31? Do they really think and O/O would be dumb enough to go take the test after drinking?

It says as an O/O I have to complete the test upon receiving the letter. I received it this morning, so I interpreted that as meaning I had to complete it today.

What I think is horse #### is I have to pay
$99 a year to be part of the consortium, and pay and extra $99 for the random test.

The driver did not get the notification yet. The business owner did. Even though it's the same body it's two different entities.

The business owner notifies the driver when it's legal to. (on duty and just before or after) and the driver has a short time to do it (I believe 2 hours, but I could be thing of drug testing...)

Make a person other than yourself the company contact for your company.
Then they can tell you to test when you are home and have the time.

I find it Highly ironic that someone is flagged for a random alcohol test on the day after literally one of the biggest alcohol consumption days of the year.

You’ll have to test before you drive again.

The notification chain goes like this:

    Consortium> DER> Dispatch> Driver
The consortium selects the required number of drivers on the first day of the calendar quarter, forwards the names to the DERs (Designated Employer Representative) in the pool. DER is responsible for seeing that drivers on the list are drug/alcohol tested per DOT regs by the last day of the quarter.

You are your own DER. Yeah, it's a loophole. The only way it could go south is if the LEO doing your safety review asks who your DER is, but it didn't happen with me and I've never heard about it from others.
