Did you replace the plastic coupler between pump and compressor? Is the disk cracked in afr. Does the engine clutch fan turn on and off?

Well going by your boost numbers, and lack of smoke most would come to the conclusion that it's fine. There is either a problem, or your driving it to hard and expecting to much out of it. Guys around here used to and some still do haul 100k with a 350 or 400 BC and double your mpg.

Well your using more fuel than you should, it's going some place. You say it's not leaking, and at 2.1mpg it should pull like a freight train. But you state it has low power. Pull a oil sample to see if it has alot of fuel in it would be a good idea.

I would not be swapping buttons without a working pyro, or playing with the pump at all.
It sounds like your turbo is putting out enough air, so you are getting enough fuel, check the intercooler.
