C-12 No Start

So I don't have a J1939 scanner, nor do I have a cruise control button. Is it possible to put power/ground to a ecm pin as if it was a cruise control button to get the ecm to flash the CEL?
Here's my checklist for this Sunday...
- check fuel pressure
- see if anything shows on the rpm gauge while running on ether
- unplug a sensor CEL come on
- check crank/cam sensor
- see if injectors are getting signal
Any other suggestions? -
Measured the resistance on the primary and secondary timing sensors.
Primary: 114.5
Secondary: 663
I don't have the right fitting to check the fuel pressure at the correct port. I'll get the correct one during the week and try again. Since I had the fitting off of one of the top ports I checked the pressure at that port. It would go to 60 the bounce back to 45. -
I was able to check the pressure at the correct port, video shows it all. I unplugged random sensors on the engine and the CEL didn't illuminate. Nothing registers on the rpm when cranking or running on ether. Pulled the valve cover and put a tester on the injector to see if there was any pulse. Found a video online of someone doing it, so I figured I'd give it a try. Now what?

Any idea why the front cover is dirty compared to the others, just curious. -

We had a lot of trouble with transmission and engine ecms in the Army on the ones that traveled overseas and we're exposed to saltwater. It could of spent it's whole life near the ocean or on a ship.
