Phone interview with recruiter...weird

Today I spoke with a recruiter from Wilson Logistics. I did a short form app online over the weekend and go the call this morning. At the moment, I am trying to secure pre-hire letters. I have a school that has approved me for enrollment. I am paying for the school through WIOA. The person at the school with whom I have spoken and interviewed (not sure of her title) told me to try to get at least one pre-hire letter.
Fast forward again to this morning. Speaking with the recruiter, she asked me if I have any driving experience. I told her no, that I trying to obtain a pre-hire letter before attending a trucking school. She said Wilson Logistics doesn’t do pre-hire letters but they do have a school of their own. I told her that I am not interested in SIGNING a commitment to one specific company for an extended length of time. Her response is that Driver’s fist starting in the industry should stay with one company 3-5 years and that in the future I probably should not say that I am not willing to commit long-term. Now, she twisted my words because I said SIGN a commitment. A whole world of difference from verbally committing oneself. When a recruiter asks about my interest in a school that the company has or offers a company-paid training option, how do I turn that down without sounding like I am cutting at the first opportunity? My reason for not wanting to go the route of company-paid training is because greater than 50% of first-year truck drivers do not last past the first few months. Life happens, and I don’t want unforeseen or uncontrollable circumstances to end up leading me to owe a trucking company $7000 that I can’t afford. So, feedback on how to answer that question is appreciated.
