    Tips down is wrong. Tips up, preferably with safety latches. But not required.

    Remember what I mentioned earlier in the thread about unmanifested freight?

    That will do it too, especially when that extra non-papered freight is in the back one.

    If the dolly becomes disconnected the tongue will go up, if the hook are tips up they will rotate to the open spot, tips down they rotate to the strongest part of the hook
