Drivers do not have to register. It is up to the carrier. Drivers don't have to do anything for pre-employment drug testing except show up.

IF a driver wants to be able to simplify things for the carrier and be able to provide electronic consent, then yes, they need to register. Otherwise the good old, tried-and-true consent form will be just fine.

O/O that are their own carrier will need to register.

Are CDL drivers required to register for the Clearinghouse?
Drivers are not required to register for the Clearinghouse. However, a driver will need to be registered to provide electronic consent in the Clearinghouse if a prospective or current employer needs to conduct a full query of the driver’s Clearinghouse record—this includes all pre-employment queries.

A driver must also be registered to electronically view the information in his or her own Clearinghouse record.

Registered drivers will have their Clearinghouse accounts and contact preferences set up, allowing them to quickly respond to query requests from employers. Registration is available at Drug & Alcohol Clearinghouse - Clearinghouse Registration.

No. I work for the 3rd largest Ltl carrier in North America. They don’t do this for new hires.

It is now mandatory for all carriers.

there still is an issue with verification of CDL. I’m having that problem now. It’s been 2 days.

The carrier can still hire if a limited query produces no drug test failures. If a failure comes up a full query must be done to see if a return to work process was completed. The driver needs to give consent to a full query because it will have personal medical data.

so if a driver has a failed drug test and the carrier sees it, the carrier cannot hire the driver unless driver gives consent for full query and the carrier can verify a return to work process was completed

    1. What are queries?

There are two types of queries – limited and full. A carrier or consortia/third-party administrator (C/TPA) must conduct a limited query on all of a carrier’s existing drivers annually. All drivers must have been queried by January 5, 2021, and then each year thereafter based on a 365-day calendar. A limited query is used to check for the presence of information in the driver’s clearinghouse record. If that query returns a record, the carrier must conduct a full query to learn details of that record. The carrier has 24 hours to conduct the full query, which will provide details on any failed tests and also information on the return-to-duty process drivers must undergo following a failed test.

Dunno if this will help any of you guys, but I just looked mine up, and where it says "CDL-CLP:" Mine says CN-ON-T**************. I'm outta Ontario and our licence # starts with the initial of your last name and them a whole bunch of numbers with no spaces or dashes. Maybe try and enter your info using the CN-** where ** is your province abreviation and try that. I done mine years ago and don't remember a lot of problems with it. Hope that helps.
