check into maximizer fenders. lifetime warranty and many options. little pricey but well worth it!
find a good front end shop. worn spring bushings. this was my problem.
use the plastic spacer they put between aluminum and steel rims, or smear anti-seize on the contact surface before installing. this has worked...

There is no replacement for displacement!! remember fuel mileage is primarily dependent on the driver. bad habits produce bad fuel mileage.
