Thanks for all of your all's help. Turns out it was just some green gunk on the fuse holder in the battery box. Thanks for all your advice and help.
I just spoke with him and he said it does have that green stuff on it so he said he will clean it off and see if that fixes it.
It doesn't have an EGR and it don't blow black smoke either.
