This is a good antenna. It covers some of 10 meters and all of 11, very wide banded. It is a heavy antenna and needs a heavy duty mount.
If it isn't borke don't fix it.

It probably is fuel line to insulate the antenna when it hits the back of the cab.
If you are not running an amp turn it fully clockwise.
A lot of that noise comes in through the antenna.
A 102 inch whip is broad banded. How can it not be efficient?
A 3 ft antenna is hard to tune anyway because it isn't very broad banded. With an inadequate ground plane I can see why you are having trouble....
Because the antenna mount bolts came loose you lost rf ground and the coax was radiating and causing the gauges to go nuts.
You won't gain anything by trying to get swr lower. Leave it alone.
Is the cb/PA switch on cb?
If you can solder it won't cost anything.
