So from what I understand, they can make you wait for them to get a warrant (which will take an hour) or ask to inspect (only look on the surface)...

I found out today that they do give 16 individual hours backing. However, i cannot get a trailer for practice at this point. Is it still enough?
Or do they just want to confirm whether or not you have a cdl?
