Make sure all your cables are tight ,if one is loose and not clean they wont get a good contact to the starter.
There is a red hm book. Not sure where you can get them, but i do have one in my tanker truck.
Just get a physical and send it in to mvd. Best if you take it in, the commerical office is in goodyear.
