If it's running it should bleed through on its own. Just make sure its not sucking air

It could be the rockershaft, the only place I can think of where there is oil involved. Especially behind the fan bracket.
Theres a problem with that mounting it should be tight. Have a look at the rear mountings aswell. Had the same problem with a Freightliner....
Could be a fuel pressure issue, have a look at the little sieve on top of the fuel pump. If it's clean have the pump calibrated at a shop.
Sounds like its pulling air on the fuel supply. Check all the fittings from the pickup to fuel pump. Especially the o ring on the filter.
Nothing wrong with a Big Cam Cummins. They are a bit thirsty, and like to be run a bit higher rpms than the CATs.
