what are the rules for shipping or moving liquor? and is it worth looking into as a broker?

does carrying reefer back from LA have an avg rate...can i get an avg of 2k from there or does that seem low?
i was told that an avg number for freight coming out of LA to seattle for reefers is about 2k...does this sound hi/low or about right.....
