I have a 2003 freightliner century when I try to start the truck the fuel filter starts to bubble up and will drive for a little while then the truck turns off.

2004 mbe 4000. is the check valve on the main fuel filter housing supposed to stay cracked open about 3/16 inch when the line is attached to it ? When I changed the filter the manual says that the canister should not drain. It drains.

Yes the check is opened when the return line at the bottom is attached. If you look at the top of the standpipe in the fuel filter housing it has a very small hole at the top. It is supposed to let trapped air return to the tank. After the air is gone it bleeds out a small amount of fuel .
This MBE system recirculates fuel very quickly. During some diagnostic testing mine sucked a 3 gal jug dry in about 5 minutes.
