My answer still applies. They are using the previous 12 months of revenue February 1st 2019 to January 31st 2020 to determine (in part) eligibility for the EIDL.
Does that make sense?

PPP is primarily for documented payroll for 2019. They provide 2 mos of the 12 mos average.
If you read the list I provided of what my bank required, you'd see that there are items which can be included, but they don't include things like equipment payment, etc.
The average 1 employee operation probably gets 10 to 20 thousand dollars on the PPP program. If 75% of it is used for payroll, the loan becomes a grant.Rideandrepair, Tug Toy and Blackhorse77 Thank this. -

I am trying very hard to stay on topic for the OP and all others. But every day to this makes a thought in my mind we are facing essentially total destruction without anyone firing a single bullet. This whole situation is not natural and if we are going to lose many people anyway, lets get back up and open this Country and get back to work for better or worse. -
