You are intetstate whether you stay in state or not, because your company is bringing those loads in from other parts of the country. Thus you are subject to federal rules, and the the logbook rules apply, as you know, with the air mile radius and 12 hour restrictions.
If someone is strictly intrastate they are not subject to federal rules and all those rules become meaningless unless your state imposes the same rules on you. -
So not only would he be violating DOT law, but committing tax evasion as well. Nice.
