About 20 years ago, I was working as a night road service agent at a trucking company right near the Thruway. Around that time, 'bigger' exit toll plaza would have a couple of lanes you could go 20 mph through rather than having to stop. In fact, the Garden State Parkway in NJ had lanes you could go through at 50 mph. Somebody from the state when interviewed on TV said that they were planning more such lanes, because the scanning equipment was the same on all of them.
Now, the crummy little toll plaza at the exit I worked at had skinny pass-throughs, but I though that if there was nobody around, I could also go 20 mph through and, yes, it DID work. Heck, it still worked at 30 mph!! Then, after a couple of weeks, I go a letter in the mail with speeding tickets for "exceeding the 5mph speed limit" in the toll barriers. I checked again, and there was a big GREEN sign overhead with white lettering which said (amongst other things) "5 mph limit". Then, I downloaded the OFFICIAL New York driver's manual, which clearly stated "Official speed limit signs are black letters on a white background. All other speed signs are only suggested speed."
So, I crafted a letter, with a copy of the driver's manual and this passage highlighted, then mentioned that the "5 mph limit" was on a green sign, and therefore was a suggestion. My tickets were rescinded. Within a month, EVERY green sign on EVERY toll barrier had an official black on white 5 mph speed limit sign riveted onto the green signs. Yes, that was because of me....
With logic like this, I would've assumed the black and white ones were the correct ones, NOT the yellow ones. Years ago, they actually used to use a second sign that said "actual height", but I guess that was risky in case THAT sign fell off, leving people to think there was an extra 12" where there was none...
