When there is a fire does the fire department show up with one truck? No, they show up with the equipment they think they need to complete the job. We are the only industry that spends millions and millions to open a roadway without any State or Federal funding. We work 24 hours a day, 7 days a week never knowing if we will get paid. But we go anyway. Not saying this should be a $16,000 bill. But I will say a police initiated call is going to cost more than a cash call, we get very little information and are expected to show up in force to clear the roadway. If a officer asks you if you want them to call a wrecker for you please just tell them you/your company is making arrangements and find a decent company. Look at google reviews!

One also has to wonder if the trend towards tow insurance is also encouraging tow bill inflation. -
A buddy of mine used to drive a wrecker and they paid a "fee" to the City every time they were called out by the police department or sheriff's office. -
$4,000 dollars per mile.
