This is a 92 IHC with an N14. The only diagnostic connection I can find is on the left kick panel. It is small, the size of my thumb. I have nothing to connect to it.
The speedometer sensor is a single with four wires. The speedometer works and swapping the connectors made no difference.
Holding the DIAG toggle ( KOEO ) Will flash 21, 22, and 23 at times. Possibly I miscount at times but I find no information on these numbers.
After researching I will replace the fuel filter. It is skipping ( Miss firing ) on number 4. Looks like wiring harness can cause this also?
    Any experience on this appreciated.

Is it a mechanical N14? Some of the early ones were. I drove a 93 that was.

Read it a third time, and saw you have a diagnostic switch, so ignore my question.

Yes, congratulations, you have a very first generation electronic N14 with that goofy diagnostic connector that pre-dates ATA 6 pin. All Cummins codes are three digit. 241, and 242 are vehicle speed sensor codes. Basically any circuit fault of the VSS will limit engine RPM to what ever the value is programmed for, usually 1500. VSS inputs on the ECM are pins 3 and 7 of the OEM connector, or the top outer one. I don't have a wire diagram for that year, you might have to make up an overlay if you can't find a broken wire somewhere.
