1997 3406E No Data Link Communications

Hello, I have a 1997 3406E all factory stock 6TS 40 pin in a FLD120 it is not starting and has "No Data Link Communications" on the dash display after cranking. It does display normal data when key is turned to run\on before cranking.
Fuel pressure goes to 80psi when cranking. No welding has been done on the vehicle. I keep the batteries disconnect when parked for 2 week duration.
Any suggestions??
