I have a 1999 Constellation and it just shut off no warning of any kind. I had a new engine wiring harness from cummins replaced. It doesnt make any since got in it yesterday it would not start wiggled the accelerator (because Im replacing the carpet the problem was there when I bought the truck though) and some wires from the battery to the harness and it started. Also the head lights when on they seem to be trying to burn both high and low beam at the same time but the hi beam side is only a glow. do these trucks have a reputation of having electrical problems?

The only electrical issues I know of are the wacky guage syndrome which can be fixed by checking the plug on the dash ecm.
It sounds like you have a bad power connection to the engine ecm since you wiggled wires by the battery. Common issue with older trucks. Replace the fuse holder and ring terminal on the smaller better cables. Remember, when the engine shut down without a CEL or shutdown light, it's probably power related either positive or ground.
As far as headlights go, you probably have a bad headlight shorting to the highbeam. A little trouble shooting by pulling fuses should solve your problem.

I'd check your signal stat/high beam switch
