I can see this issue being used by the Feds to do away with the exception completely in the future. They'll blame it on not being able to verify the engine manufactured year. It's safest to get a 99 and back.

The date the engine or truck was assembled is irrelevant. Automobile engines since 1975 and heavy truck engines since the late 1980's been certified by the manufacturer to be built to a given EPA model year. As the emission requirements changed over the years it was that certification, a decal on the engine is what told a mechanic how he was supposed to repair that engine to maintain clean air standards, with significant penalties for modifying them. Same with putting an older engine in a newer chassis, which is mostly prohibited, the exception now being gliders and end of year trucks.

We have a ELD on a pre 2000 engine so they do work. Ours is Peoplenet. So if a company wants you on it they can do it. Our engine is a 1998 I had it verified. Company has to have ElD so we have no choice till 2019 for us when truck is paid off.

So don't think old engine won't work on them as we and many others in same company blow that out of water.

    What?????

That's not even the question here. We all know the ELD work on pre 99 ELECTRONIC engines.

The question was weather or not a truck BUILT in 99 but TITLED as a 2000 would be exempt.

My point is they can make no exemption if they wish. Saying it's because the ELD won't work on a pre 2000 engine is false information. This is what has been passed around as truth and it's not. Just saying.

The way I read it was not so much they would not work on 99 engines, but that they could not be guaranteed to work in 99 engines. A slight difference, but an important one.

I always assumed some mandate came out standardizing engine data in 2000 or something of that nature.
